Businesses that meet the following 3 criteria qualify to apply for Small Business Enterprise Certification: Location “Small Business Enterprise” or “SBE” is a business that has an occupational license, is located in, and doing business in Broward County. Each business must be an independently owned and operated business which employs twenty-five (25) or fewer permanent full time employees. The business must be established for a period of one year prior to submitting its application, and must serve a commercially useful function. Group Membership Business owners that are citizens or permanent legal residents. SBE applicant owners may be representative of all/any ethnic and gender groups. Small Business Size To qualify as a SBE, the gross receipts of the firm, when averaged over a three-year period, must not exceed gross income limitations for that category of business activity.
