Approval of a Removal Action Workplan (RAW) or Remedial Action Plan (RAP) is considered a discretionary action. As a result, DTSC is required to comply with CEQA when approving either a RAW or RAP. As the lead agency approving a proposed response action, DTSC prepares the appropriate CEQA documents. DTSC will coordinate with the school district to obtain site-specific information to be included.
