Who performs Competitive Sourcing?
Every department of the federal government is responsible for implementing the Presidents Management Agenda in a timely manner. The OMB periodically issues an Executive Branch Management Scorecard available at their website, http://www.omb.gov/, which provides each department a red, yellow, or green rating, directly correlating to their progress in a number of initiatives, including Competitive Sourcing.
