Answer Almost all surface water in the state is considered state property. The exception being for small amounts stored by landowners for domestic and livestock use. Lakes and reservoirs in Texas are controlled by a variety of private citizens, government entities, and private companies. In general the larger reservoirs are usually controlled by river authorities or some other government entity.
