When your site is in development, then the rights to any work created by DRS Design are owned by DRS Design. Once the design is finished and you have paid the balance on the web design then those rights are assigned over to you and you will own the design. However, if your web design incorporated any third party content, such as images from a picture library, then these will remain subject to whatever licence agreement was entered into with that third party. If you wanted to use any third party images featuring on your site in a context other than on your website (for example on promotional items such as mugs or T-shirts) then you would usually need a further licence for such use. It is often possible to obtain such licences, but that would be a matter between you and the picture library that owns the image.
