Who originally founded the Petrograd Soviet in Russia in 1917?
It was founded from the ashes of the Central Workers’ Group – founded in November 1915 by the Mensheviks. The leaders of the group were arrested in January 1917, and released by soldiers and sailors during the February Revolution on Feb 27th (Julian Calendar). The leaders of the Central Workers’ Group then, with some sailors and soldiers, elected a chairman – the Georgian Menshevik, Nikolai Chkheidze – and formed the Soviet.
