Who offers flip cards for natural disasters, such as floods, hail, blizzards?

The city of Fort Collins (Colo.), after experiencing more than their share of such things (particularly a flood), has generously posted a nicely-designed set of flip cards to be used by calltakers in advising the public how to behave prior to and during a blizzard, flood, hail storm, lightning or tornado.
