As a condition of doing business with the federal government, a written Affirmative Action Program must be developed (and updated annually) if you are a federal government, non-construction contractor OR subcontractor with 50 or more employees, AND • you have a federal contract or subcontract of $50,000 or more; or • you have government bills of lading that total, or will likely total, $50,000 or more in any 12-month period; or • you serve as a depository of government funds in any amount; or • you are a financial institution that is an issuing and paying agent for U.S. savings bonds and savings notes, in any amount.
