Wednesday March 7, 2007 The Western Hemisphere Travel Initiative (WHTI) was put into effect by the U.S. Department of Homeland Security to strengthen U.S. borders. This initiative will eventually require everyone entering the United States to present a passport, which affects a lot of those traveling to Mexico. However, the WHTI is being phased in gradually and at present the rules are different for those traveling by air and those traveling by land or sea.
