In designated Ocean Recreation Management Areas, all commercial operators are required to have a commercial operator’s permit, with the exception of businesses renting snorkeling and body-boarding equipment. Additional operators’ permits and requirements are necessary in Waikiki and Kaanapali Ocean Waters (13-251-7). Application is made to DLNR/DOBOR.
