All absentee ballots must be notarized with the exception of the following: Missouri residents outside the U.S., including military on active duty and their immediate family members; permanently disabled voters and those voting absentee due to illness or physical disability (RSMo 115.283.6 and 115.283.7); and a caregiver as defined in RSMo 115.277.1(2).
