Who may submit programs to CTV for airing?

Producers are residents who have completed the CTV video production course(s) and become certified to use CTV equipment and facilities to produce programs for CTV. They are entitled to submit programs for airing on CTV. Also, any other resident of New Haven, Hamden or West Haven may submit a program to CTV for airing, but may not use CTV equipment and facilities to create that program. Non-residents also may submit programs, but are required to obtain a “sponsor” in order to do so. A sponsor is any resident of New Haven, Hamden or West Haven. Only one sponsor per program is allowed. Residents (and producers), and sponsors are entitled to submit only one program per week, which may air for an hour each week for up to four weeks. The program may be a single issue or may be part of a series that airs in 13-week reserved time-slots. The producer may keep that time slot indefinitely if no other producer requests it. A new program must be submitted every four weeks. A time slot will be lost
