WHO MAY NOMINATE EMPLOYEES FOR AN AWARD?
Any state employee may nominate another state employee or group for a significant job-related service or accomplishment performed in the calendar year preceding the nomination period. Agency heads, deputy secretaries, chief counsels, or employees in equivalent positions cannot be nominated, and employee or group self-nominations cannot be accepted.
