Who may apply for a grant and what does an applicant need to demonstrate to be considered for a Cooperative Agreement?
Any state or state designated entity (SDE) may apply for a cooperative agreement under this program. ONC will not accept more than one application from a single state or territory. Multi-state efforts may also apply; however, one state or SDE must act as the responsible fiscal agent. (Please note: For purposes of this program agreement, “state” also includes the District of Columbia and the U.S. Territories – Puerto Rico, U.S. Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa.) In the event that an application is not submitted on behalf of a state, by either the state or SDE, ONC may negotiate to offer a funding opportunity to eventually award to an entity in order to ensure all geographic areas are covered and for rapidly deploying HIE capacity across the state.
