Chapter 230.26(1), Wis. Stats., authorizes the Administrator to provide by rule for the selection and appointment of LTEs. ER Pers. 10.04. Wis. Adm. Code provides that recruitment and selection procedures for LTEs may be modified to expedite the appointment process.
