The Golden Rain Foundation (GRF) through the Garden Center Advisory Group and the Community Activities Committee makes and enforces all rules and regulations (Standard Procedure Index, or SPIs). It is the responsibility of the Garden Center Coordinator to monitor all plots for compliance.
