The California Judicial Council adopted guidelines in January of 1998 which established the first Uniform Standards for Supervised Visitation Services in the State of California. While the Council recommends following the same guidelines for supervised exchanges, it is not required. San Diego County adopted the Judicial Council guidelines as local rules in 1998. Training of monitors was one of the guidelines proposed by the Judicial Council and adopted by San Diego as a local rule. Hannahs House offers the only locally authorized training program for professional monitors. All Hannahs House staff meet the new guidelines.
