Who Issues NPDES Permits in New England?
The nationwide permit system employs two different systems of administration. Forty-five states run the programs themselves; such states are classified as delegated because the state has assumed the program from the federal government. The programs of the remaining five states are run by the EPA Regional offices: these states are classified as non-delegated. EPA New England has four delegated states: Connecticut, Maine (except for facilities located in Indian country), Rhode Island and Vermont and two non-delegated states: Massachusetts and New Hampshire. The other three non-delegated states in the union are Alaska, Idaho, and New Mexico.
