Who is ultimately responsible for MCCS property? Who is required to sign the CODs for disposal of a) fixed assets, b) memo property?

Commanders are ultimately responsible for property, but the MCCS Director, or designee (unless specifically restricted by a base order, the sub-delegation of authority may go as low as the MCCS Director feels is appropriate) should be the ones signing Certificates of Disposition. For memo property the situation is less clear-cut. Since expendable property can be expensed on issue, the applicable guidance is in paragraph C051204.B of DoD 7000.14-R. It basically says trade the item in, sell it or throw it out. Therefore, disposition of memo property is not as controlled and may be delegated as low as the Commander or MCCS Director feels appropriate. C of D’s are not required, simply a record of what happened to the property. ^ Question: In support areas, such as accounting, purchasing/ contracting, personnel, maintenance and information technology-if it can be shown that funding is used for Category A and B support, shouldn’t we be allowed to use APF for expenses?
