The enemy is many different groups who want to destabilize the Iraqi government and carry out genocidal attacks against people of different religious sects. That includes people who are nominally on the side of the government but are not following the law. Arguably, none of that affects us. I think Bush would be happier right now if he’d taken the Iraqi elections as an opportunity to say, “Well, our work is done. Bye!” But it didn’t turn out that way. We committed ourselves to making that government stable. Partly that’s out of a self-serving desire to make sure that its oil industry runs smoothly. Partly it’s because a genocide in Iraq will look like our fault (and it would partly be); if you think the world hates us now wait until they’re pinning a few MILLION deaths on us.
