The federal Screening decision rests solely with the NCC and the federal regulators (Responsible Authorities) with input from the Study Partners. The decision at the end of Phase 1 was made by the NCC Board, MTO and MTQ, with input from the City Councils and a similar process will be carried out in Phase 2.
