According to their Constitution, Russia is a federal presidential republic, whereby the President of Russia is the head of state and the Prime Minister of Russia is the head of government. Executive power is exercised by the government. So I guess the Leader of Russia would be the leader of the government…. by definition that would be the Prime Minister and is currently Viktor Zubkov. The President of Russia is currently Vladimir Putin.
