The CLA (Council of Labor Affairs) is the Labor Department of the National Government of Taiwan in Taipei. It issues regulations regarding the employment and management of migrant workers. Every employer who hires migrant workers needs permission from the CLA, and every transfer needs to be approved by the CLA. The CLA also regulates and issues licenses to broker agencies. Complaints against brokers can be sent directly to the CLA. The CLA runs a 24hr toll free hotline for migrant workers to report their problems.
