Who is the audience that will be reviewing the applications? What are their disciplines, backgrounds and level of understanding of emergency management as competent evaluators?
Each eligible application is read and scored by a panel of three peer reviewers. These individuals are selected based on their level of expertise in higher education, emergency management and preparedness, school safety, public health, mental health, and evaluation. Résumés are reviewed and selections are based on the goal of identifying competent peer reviewers. Peer reviewers are also selected from diverse perspectives and include both new and previous reviewers. No reviewer reads applications from his or her own state. Applicants are encouraged to write their applications with the assumption that the reviewer knows nothing about your institution, so proposed project plans and activities should be detailed and comprehensive to ensure peer reviewers have a clear understanding of your proposal under this grant. Reviewers are clearly instructed that they cannot infer, or assume, anything that is not written explicitly in your narratives.
