The home owner can always pull a permit without the need for any electric license or credentials prior to work starting. In this case the home owner is responsible for the work being done and all responsibility that comes with the permit. However, all electrical contractors must have a Master Electrician License to pull a permit prior to starting work. The Master Electrician does not have to do the said work but is responsible for the work being done.
