Who is speaking with who at the end of the credits?
Ocelot. He does all the talking that you hear after the credits. The first person he is speaking with is a powerful political figure, who is associated with the KGB. This is most likely Leonid Brezhnev, who becomes the successor of Nikita Khrushchev in 1964. This obviously implies that Ocelot has been double-crossing GRU, seeing as how he revealed a status report of the events that had occurred doing Operation Snake Eater. However, Ocelot then hangs up the phone and calls someone else, who he refers to as “Mr. Director”, who was none other than the director of the CIA at the time, John McCone. Ocelot informs this man of even more information that he gave to Brezhnev, meaning Ocelot was triple-crossng GRU and the KGB the entire time. Ocelot is really an agent of the American Philosophers, working in the CIA.
