Who is responsible for the policy choices of the district and who is the administrator?
The flood control zone district is governed by a Board of Supervisors which is the Pierce County Council. This ensures every citizen has an elected representative. Although all of the operational details are still in the planning phase, State law identifies the County Engineer as the administrator of the district.
