For a public works project (under §66.0903, Stats. and §103.49, Stats.), the application may be completed and submitted by an authorized official of a local governmental unit or state agency, or by an authorized representative, such as an architect, professional engineer, or construction manager. For a publicly funded private construction project (under §66.0904, Stats.), the application may be completed and submitted by the owner, investor or developer of the project or by an authorized representative, such as an architect, professional engineer, or construction manager.
