An approach is the responsibility of the homeowner unless damage has occurred due to an excavation or snow removal as a result of City’s negligence. Approach By-Law 6546/95; The cost of installation, construction, reinstallation, reconstruction, repair, alteration or maintenaince of a private walk or approach shall be paid by the owner; and the cost of reconstruction, repair or alteration shall include the cost of removal of an existing approach or part thereof.
