Implementation of the TIFIA program is the responsibility of the Secretary of Transportation. A nine-member USDOT Credit Council provides policy direction and makes recommendations to the Secretary regarding the selection of projects for credit assistance. Credit Council members include five representatives from the Office of the Secretary of Transportation (OST): the Assistant Secretary for Budget and Programs; the Under Secretary of Transportation for Policy; the General Counsel; the Assistant Secretary for Transportation Policy; and the Director of the Office of Small and Disadvantaged Business Utilization. The Administrators of the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), the Federal Railroad Administration (FRA), and the Maritime Administration (MARAD) comprise the other four members.
