Who is responsible for drains?

Owners or occupiers of buildings or land are responsible for the pipes that take sewage/rainwater from their premises. The owner or occupier is responsible for maintaining or unblocking the pipes when there are problems, because legally they belong to the owner. The responsibility extends up to and including the point where the drain connects with a public sewer or joins with somebody else’s drain to become a private sewer ( see sewers page 2 ) even if their drain goes under someone else’s land or into the road.
