Who is responsible for building a road to a new parcel or to new lots?
Where a subdivision has been approved without a service agreement the construction of new streets and roads is the responsibility of the municipality in which the land is located; however, the municipality has discretion over when roads may be built depending on its budget, construction schedule and maintenance standards. Municipalities may require people applying for either a subdivision approval or a development permit, to build or pay for new roads required by the applicant.
