Who is responsible for a blocked rainwater soakaway?
The owner of the land where the blockage is has the resposibility for clearing it. The Club I go to had a similar problem, where a stream that ran across the land went into a culvert (underground), a tree on the edge of the club land blocked the culvert with its roots. The club had to pay for freeing the water flow. We had the water board, council and solicitors on the job, and this was the answer we got.
