Who is required to complete Rule 316 Dust Control Training?
All water truck drivers and water-pull drivers must possess the Basic certification. If a site has more than one acre of disturbed surface area, the site superintendent (or other designated on-site representative) of the Dust Control permit holder must possess the Basic certification. If a site has five acres (or more) of disturbed surface area, or if a facility has a rated or permitted capacity of 25 tons (or more) of material per hour, then a Fugitive Dust Control Technician who possesses the Comprehensive certification must be on-site during all primary dust-generating operations.
