The Idaho state legislature and Governor Dirk Kempthorne authorized the new program during the 2000 legislative session through Title 33, Chapter 43 of the Idaho Code. State funding for the Idaho Promise Category B scholarship was appropriated during the 2001 legislative session to fund an inaugural class of eligible students entering college for the first time in the 2001 2002 or subsequent academic years.
