In simple terms, the customers who will be using the recycled water are paying for the project. The revenue from these customers will pay back the money that funded the recycled water project. However, all Rincon customers indirectly help to support recycled water programs. Both the Metropolitan Water District of Southern California and the San Diego County Water Authority offer subsides to any member agency that builds a recycled water project. And, the State of California Water Resources Control Board will potentially fund 25% to 40% of the $3 million project. All of these funding sources are supported through fees and taxes that we all pay.
