Fiona Hyslop MSP has this morning been appointed Minister for Culture and External Affairs in the Scottish Parliament, after being axed as Secretary for Education. Mike Russell MSP will replace her on the education portfolio in a straight swap. With the most difficult aspects of setting up Creative Scotland out of the way, Russell has achieved the majority of his remit in the culture portfolio which he took up this February. Seen as a big hitter in the SNP minority government, Russell takes over the education portfolio at a time when it is under fire over issues of class sizes. Hyslop will take on the responsibility for overseeing the final stages in the creation of Scotland’s new arts body which is expected to come into being in spring 2010. This includes the appointment of its chief executive, who is expected to command a salary of £120,000 .
