Who is going to pay for the eventual I-81 project?
As noted above, there is currently no identified solution for addressing the long-term future of I-81. Until the nature of a proposed solution is better understood, it is impossible to know what the eventual cost will be and through what mechanisms the project will be financed. For that matter, since there will be new federal transportation legislation when a decision is reached, we do not know now what specific funding programs will be available. Usually, however, transportation projects of this size are paid for with some combination of federal and state funding. Under current highway funding programs, the federal government typically pays 80% of project costs, and state or local entities are responsible for the remaining share.
