Embassy employees are generally made of up three groups of people: U.S. Foreign Service Officers (FSO), US Foreigh Service Specialists (FSS), spouses of FSO’s or FSS’s, general civilians from the U.S. (Not-Ordinarily Resident), locally available employees (Ordinarily Resident). Unless you are already an FSO or an FSS, you will need to look for positions open to Not-Ordinarily Residents and apply for those. Positions noted for Ordinarily Residents are looking for individuals local to that country.
