You must be a NIH civil service employee or a member of the Commissioned Officers Corps and work a full time schedule. NIH Contractors, Visiting Fellows and Title 42 Visiting Scientists are not eligible to qualify according to the Federal law. (Public Law 106-554, § 63. September 29, 2000).
