Children from birth until three years old and their families are eligible to receive early intervention services if they meet one of the following eligibility criteria: • A developmental delay of 25% of the childs chronological age, or a performance of 1.5 standard deviations below the mean on a standard test in one or more areas of development, including cognitive, physical (hearing and vision), communication, social or emotional, and adaptive. • A diagnosed physical or mental condition which has a high probability of resulting in a developmental delay. Informed clinical opinion is part of the eligibility decision and may be used to establish eligibility, especially when there are no standardized measures appropriate to the child.
