The program is available to CWO4/5, O-4 selectees and above in both the active and reserve components of the armed services, to civilians employed by the Department of Defense (GS-13 and above), and to approved international military officers. CWO3 and O-3 who have completed EWSDEP are also eligible to enroll. Marine Corps E-8s and above who are PME complete for grade are eligible to submit a waiver request for enrollment into CSCDEP.
