To qualify for preschool early intervention services the child must meet three criteria: • The child must be at least three years old and less than the age of beginners • The child must have a disability or developmental delay. A disability includes mental retardation, autism, a hearing impairment including deafness, a speech or language impairment, a visual impairment including blindness, deafblindness, an emotional disturbance, an orthopedic impairment, traumatic brain injury, other health impairment, a specific learning disability, or multiple disabilities. A developmental delay is established when a child scores at least 25% below chronological age in one or more developmental areas on a developmental assessment device, or 1.5 standard deviations below the mean on standardized tests • The child, due to his or her delay or disability, must need specially designed instruction.
