Not all Verizon Wireless customers are qualified for a new cell phone upgrade. At this time, Verizon Wireless allows customers that qualify to upgrade when they renew their contract. Eligibility results are dependent upon both the length of time since your last upgrade and your current rate plan as well as missed payments, suspensions on your account, usage history, payment record, etc..
