That means the City purchases water and sewer service for the purpose of providing it to City properties. For example, the City has an emergency interconnection with the City of Waukesha Water Utility that allows the City of Pewaukee to purchase water from Waukesha to supply to its customers on an emergency basis during times when City wells are not able to provide enough water. The Pewaukee Water Utility pays Waukesha for any water that is purchased for this purpose. That cost is then shared by all customers of the City Water Utility.
