Who is building Dulles Rail?
Bechtel and Washington Group International formed Dulles Transit Partners in 2000. They received a sole-source no-bid award to build the rail line under the Virginia Public Private Transportation Act of 1995. West Group, a major Tysons landowner, was asked to leave DTP due to conflict of interest. Bechtel is responsible for multi-billion-dollar cost overruns from the “big dig” in Boston and ran up huge cost overruns to build the original Metrorail system in the 1970s and early 80s, until they were fired by the Metro Boards. DTP is represented by John Milliken, former Virginia transportation secretary and a close political confidant of Gov. Mark Warner. Records show he was instrumental in getting the awarding of $48 million to DTP to perform the preliminary engineering.
