Consumer means the end user of final user of electricity supplied by the Distribution and Retail Supply Licensee or by any other authorised person. Four Distribution and Retail Supply Licensees (ie CESCO, NESCO, WESCO and SOUTHCO) are suppliers of power in their respective areas of supply to their consumers.
