If we limit the definition of astrology to man’s efforts to study the relationship between events in the sky and events on earth, it goes back a few thousand years. The Babylonians seem to be the first to try to organize it by keeping data and correlating that data with events. What they practiced might more properly be called “omenology,” or the study of omens. They didn’t cast charts for individuals. What you’re specifically referring to is horoscopic astrology using the Tropical Zodiac. As far as we can tell this goes back to about the 2nd century BC when the Greeks incorporated Babylonian astrology into their own system. We know this from the survival of ancient texts. The earliest known horoscope or chart dates from about 80 BC, if I recall correctly. All contemporary western astrology is based on Claudius Ptolemy’s works Tetrabiblos, aka the Quadripartite (they both mean “Four Books” in Greek and Latin respectively), and his other main work the Almagest.
