Who held the stopwatch which officially recorded the first sub-4 minute mile in 1954?

All I can find is that a Mr. Charles Hill owned the stopwatch and was the official timekeeper at the event where the record was broken. Can’t find out if he actually held the watch or not. The watch was sold for around 8500 pounds in 1998. Much more than the pre-auction estimate of 400 to 500 pounds.
