Who has ultimate authority to determine if a function or organization should be classified as MHA?
• Answer: Although the Secretaries of the Military Departments and the Heads of other DoD Components have the responsibility to ensure that the list of Major Headquarters Activities for their respective Component remains accurate, they do not have ultimate authority to determine if a function or organization is to be classified as MHA. The Director of Administration and Management, in the Office of the Secretary of Defense, has ultimate responsibility to make this determination. The DA&M, OSD, has oversight responsibility to ensure that the DoD Components are implementing DoD MHA policy, further define responsibilities and policies contained in DoDD 5100.73, and ensure that the Components are accurately identifying and accounting for Major DoD Headquarters Activities in accordance with the criteria established in DoD Directive 5100.73.
